The following comment is related to BCE-73466

This comment relates to a set of three submissions presented in respect of different parts of London.

In north and west London, specifically the area north of the Thames and west of the Lea (except the borough of Tower Hamlets), the submission agrees with the BCE that 32 seats should be assigned to this area but proposes substantial changes to the BCE scheme. In particular, it suggests that boroughs in this area should be grouped, so that Enfield, Hackney, Haringey and Islington, taken together, are assigned 9 seats; Barnet and Camden 5; and the rest of the area 18.

To summarize the overall effect of these proposals for north and west London as a whole:
• there are only 13 cross-borough seats compared with 18 in the BCE scheme;
• consequently, 19 of the 32 seats in this area are contained within a single borough, compared with only 14 in the BCE plan;
• 3 seats (Ealing N, Hayes & Harlington, Islington N) are unchanged, the same number as in the BCE plan (Ealing N, Enfield N, Hayes & Harlington);
• however, overall this plan is more respectful of the existing seat pattern than the BCE scheme, inasmuch as each of the 32 proposed seats is a clear successor of an existing seat that contributes at least half (and in most cases much more than half) of its electorate;
• this means that strange innovations such as ‘Camden Town & St John’s Wood’ are avoided; and perhaps most importantly
• well-recognized districts and suburbs such as Camden Town, Chelsea, Hampstead, Harefield, Heston, Ruislip, Wembley, and Willesden are kept together far better than in the BCE scheme.

The other two submissions, one covering Newham and Tower Hamlets and the other London south of the Thames (except Sutton and Wandsworth), are presented separately. In parts of London not covered by any of these submissions, namely the boroughs of Barking & Dagenham, Havering, Redbridge, Sutton, Waltham Forest and Wandsworth, the BCE’s proposals are supported.
